J-1 is an exchange, not immigration
The J-1 Exchange Visitor Programme exists for cultural and educational exchange. It is administered by the US Department of State and it is explicitly temporary. Teachers are admitted for an initial period of up to three years, extendable to a maximum of five in total.
At the end of that, you are expected to go home. Anyone selling J-1 as “a way to relocate to America” is describing an outcome the programme is not designed to produce.
