🇺🇸  J-1 Exchange Visitor → H-1B

Teaching in America,
explained without the sales pitch.

Ghana trains excellent teachers. American school districts, especially in mathematics, the sciences, special education and bilingual instruction, are genuinely short of them. The J-1 Exchange Visitor Programme is the legitimate bridge between those two facts. It is also the single most misrepresented opportunity in Ghana right now.

The short version

If you read nothing else on this page, read this.

The detail below matters, and we would rather you read it. But these six facts decide whether this pathway is right for you, and every one of them is missing from the messages landing in Ghanaian teachers' inboxes.

  • J-1 is temporary. Three years initially, five at most. It is a cultural exchange programme, not a route to living in America.
  • You need a designated sponsor. Only organisations designated by the US Department of State can issue your DS-2019. That list is public and free to check.
  • The two-year home residency rule may bind you. Establish this before you accept a placement, not after.
  • H-1B is usually a lottery. Most school districts are cap-subject, so a district that wants to keep you may still be unable to.
  • Your subject decides your odds. Maths, science, special education and bilingual instruction are in real demand. English and general primary are not.
  • You need a degree, a Ghanaian teaching qualification, and at least two years of full-time classroom experience.

Check your eligibility

Before anything else

Four things you must understand before you pay anybody a cedi.

Every one of these is routinely left out of the WhatsApp messages landing in Ghanaian teachers' inboxes. If an agent has not told you all four, that tells you what you need to know about the agent.

01

J-1 is an exchange, not immigration

The J-1 Exchange Visitor Programme exists for cultural and educational exchange. It is administered by the US Department of State and it is explicitly temporary. Teachers are admitted for an initial period of up to three years, extendable to a maximum of five in total.

At the end of that, you are expected to go home. Anyone selling J-1 as “a way to relocate to America” is describing an outcome the programme is not designed to produce.

02

The two-year home residency rule may apply to you

Under section 212(e) of the Immigration and Nationality Act, some J-1 participants must return to their home country and be physically present there for two years before they can take an H-1B visa or permanent residence.

Whether it applies to you depends on how your programme is funded and whether your field appears on the Exchange Visitor Skills List for Ghana. Your DS-2019 will carry a preliminary indication. This is the single most important thing to establish before you accept a placement, and it is the thing agents most often stay quiet about.

03

H-1B is usually a lottery for school teachers

Cap-exempt H-1B sponsorship is available to universities, affiliated non-profits and certain research organisations. Most public school districts are not cap-exempt. That means a district wishing to keep you must enter the annual H-1B registration lottery like any other employer.

The lottery is heavily oversubscribed. A district that genuinely wants you may still be unable to keep you. Plan for that possibility from day one rather than discovering it in year four.

04

You must go through a designated sponsor

You cannot obtain a J-1 teacher visa on your own, and no school district can issue you one directly. Only organisations formally designated by the US Department of State may issue the DS-2019 that underpins your visa.

The list of designated sponsors is published by the Department of State and is free to consult. If an intermediary will not tell you which designated sponsor your placement runs through, there is no placement.

Eligibility

Whether you qualify is a factual question with a factual answer.

The federal regulations governing the teacher category set out specific criteria. You either meet them or you do not, and it takes about twenty minutes to establish which.

We do this before anything else, because there is no sense preparing an application for a programme you are not eligible for, and no honest reason to take money for one.

Have your eligibility checked

Visa approved, first attempt

“He walked me through every document, prepared me for every question, and gave me the confidence to walk into that interview knowing I was ready. First attempt. Approved.”

A registered nurse in New York

Broadly, you will need to show

  • A degree equivalent to a US bachelor's in education or in the subject you intend to teach
  • That you meet the qualifications for teaching at primary or secondary level in Ghana
  • At least two years of full-time teaching experience
  • That you are currently teaching, or otherwise satisfy the alternative criteria set out in the regulations for recent teaching experience and current educational employment
  • That you can satisfy the teaching licensure standards of the specific US state where you would be placed
  • Sufficient English proficiency to teach in an American classroom
  • Good character and reputation, with a clean record

Criteria are set by federal regulation and are subject to change. We verify the current text against the official source for your specific circumstances rather than working from memory.

Where the demand actually is

Your subject matters more than your CV.

American districts do not recruit internationally across the board. They recruit into shortage areas. If you teach in one of these, your position is strong. If you do not, be realistic about your odds.

Mathematics

The most persistent shortage in the United States, at every grade level.

Sciences

Physics and chemistry especially. Biology is more competitive.

Special education

Chronically short nationwide, and the licensure route is specific. Strong demand.

Bilingual & world languages

Predominantly Spanish. French has narrower but real demand.

If you teach English, history or general primary

These are not shortage areas, and international recruitment into them is limited. It is not impossible, but you should weigh whether a funded masters, which can lead to a stronger long-term position, is the better use of the same two years. We will say so if we think it is. See the US study route

Realistically twelve to eighteen months from starting to standing in front of your first American class.

01

Eligibility screening

Your qualifications, licence, experience and subject assessed against the federal criteria. We establish here whether the two-year home residency rule is likely to apply to you.

02

Credential evaluation

Your Ghanaian degree and teaching licence evaluated for US equivalency by a recognised service. States differ in what they accept, so the target state shapes this step.

03

Sponsor identification

We work only from the Department of State's published list of designated sponsors. You will know exactly which organisation is sponsoring you, and you can verify it yourself.

04

Application & interview preparation

Sponsor application, teaching portfolio, demonstration lesson and interview preparation. Districts interview by video and the format is specific.

05

Placement & DS-2019

A district match is confirmed and your sponsor issues the DS-2019. Read the 212(e) indication on it carefully before you sign anything.

06

SEVIS, DS-160 and the interview

SEVIS I-901 fee paid, DS-160 filed, interview at the US Embassy in Accra. You file these yourself, in your own name. We prepare you for the interview.

07

State licensure & arrival

State teaching credential completed, often provisionally on arrival. Housing, social security number, banking, and the practical business of the first ninety days.

08

Year three: the decision point

Extension, H-1B registration if your district will sponsor and you are not subject to 212(e), a waiver application, or a planned return. This is decided in year two, not year five.

The H-1B question

What actually happens when the five years run out.

RouteWhat it requiresHonest assessment
H-1B via the district A willing employer, a specialty-occupation position, and selection in the annual registration lottery Possible but uncertain. Most districts are cap-subject, so the lottery governs. Willingness varies enormously by district.
H-1B via a cap-exempt employer Employment at a qualifying higher-education institution, affiliated non-profit or research organisation No lottery, but these are not typical K–12 school roles. Relevant if you move into higher education.
212(e) waiver A recommendation from the Department of State on one of the recognised statutory grounds Only relevant if you are subject to the rule. Requires qualified legal representation; we refer, we do not advise.
Employer-sponsored permanent residence Labour certification and an employer prepared to see a multi-year process through Some districts do this for shortage-area teachers. Slow, and it does not remove a 212(e) obligation.
Return to Ghana Nothing The programme's intended outcome, and a genuinely good one. Five years of US classroom experience makes you formidable here.
On immigration advice. Ohene Consult is not a law firm and does not provide legal or immigration advice. The material above is general orientation about how the programme is structured. Questions about your specific eligibility for a visa category, a 212(e) waiver or permanent residence are legal questions, and we will refer you to a qualified US immigration attorney rather than answer them ourselves.

Protect yourself

How teachers in Ghana are being defrauded, specifically.

We would rather you took this list and used it on us than lost your savings to somebody else. Every point is checkable independently, in public sources, for free.

  • “Guaranteed placement and visa.” Nobody can guarantee a consular decision. This sentence alone should end the conversation.
  • Very large fees demanded up front, in cash or to a personal mobile money account, before any eligibility assessment has taken place.
  • Refusal to name the designated sponsor. The sponsor list is public. If they will not name it, verify nothing else. Just walk away.
  • Silence on the two-year home residency rule. Any honest adviser raises 212(e) in the first conversation.
  • A job offer letter that arrives before any interview. Districts interview. Always.
  • Pressure to sign quickly because “the slots are closing.” Programme intakes follow the American school calendar and are not scarce in the way you are being told.
  • Being asked to hand over your passport to an intermediary for safekeeping. Never do this.

Straight answers

What teachers ask us.

Can I bring my family?

Your spouse and unmarried children under twenty-one may generally apply for J-2 status as your dependants. J-2 spouses may apply to the US Citizenship and Immigration Services for work authorisation, which is not automatic and must be granted before any employment begins.

Weigh the cost carefully. A single teacher's salary in many districts supports one person comfortably and a family of four much less so.

What will I actually earn?

You are paid on the same published salary scale as an American teacher with your qualifications and years of service in that district. That is a requirement of the programme, not a courtesy.

What varies enormously is what the salary buys. A figure that is comfortable in rural North Carolina is difficult in metropolitan California. We model the actual cost of living for the specific district before you accept.

Do I need to resign from Ghana Education Service?

That is a question about your own employment terms and any study or secondment leave provisions available to you, and you should take it up formally with your employer rather than acting on an agent's assurance.

Some teachers secure leave of absence and preserve their position. Others resign. The difference matters a great deal if you return, so establish it in writing before you travel.

Is my Ghanaian teaching licence recognised?

Not automatically, and not uniformly. Teacher licensure in the United States is governed state by state, not federally. Your degree and licence are evaluated for equivalency, and most states then issue a provisional or reciprocal credential with conditions attached.

This is why the target state has to be settled early. It determines the evaluation, the credential and sometimes whether you are eligible at all.

What does Ohene Consult charge, and what do you do?

We advise, prepare and review. We assess eligibility, guide credential evaluation, identify designated sponsors from the official list, prepare you for district interviews and demonstration lessons, and prepare you for the visa interview.

We do not lodge visa applications for you, we do not act as your sponsor, and we do not take a cut from any sponsor or district. Fees are quoted in writing before work begins.

Can I switch to studying instead?

Frequently the better move, particularly if you teach outside a shortage subject. A funded masters or doctorate in education gives you the same American experience with stronger long-term standing, and graduate assistantships waive tuition and pay a stipend.

Teachers are often unusually strong applicants for funded education programmes because they have real classroom evidence. See the US study route.
